Health and Welfare New Southbound Policy (NSP) Project Office, NSPO

Since 2016 the Taiwanese government’s New Southbound Policy has strengthened interactions with Southeast and South Asian countries by creating opportunities for connection and resource sharing. Healthcare is one of the core policy issues for the New Southbound Policy. Through the Ministry of Health and Welfare’s “One Country, One Center” project in 2018, major medical centers have worked together to create a platform for policy planning and exchange with target Southbound countries.

The One Country, One Center project initially included six countries: India, Indonesia, Malaysia, The Philippines, Thailand, and Vietnam. These countries joined their counterparts: National Cheng Kung University Hospital (NCKUH), National Taiwan University Hospital (NTUH), Chang Gung Medical Foundation, Hualien Tzu Chi Hospital, Changhua Christian Hospital, the Veterans General Hospitals and National Yang-Ming University to implement the program. In 2019 Myanmar joined collaborating with the Shin Kong Wu Ho-Su Memorial Hospital.

In order to effectively manage and integrate resources the Ministry of Health and Welfare entrusted the Chung-Hua Institution for Economic Research (CIER) to implement the “Health and Welfare New Southbound Policy Project Office (NSPO)”. This office assists the Ministry of Health and Welfare to coordinate internally and intermenstrual meetings as well as manage the One Country, One Center project. CIER also manages country exchange and cooperation in order to strengthen supply chains between countries, increasing overall benefits and developing southbound medical cooperation.

The NSPO is divided into four working areas: (1) think-tank capacity building (2) industry linkage; (3) information integration and information platform; (4) international exchange, policy promotion and general administration. Specific work includes horizontal coordination, communication and publicity, international exchange, industry linkage, and research support. Additionally, the office uploads materials online (https://nsp.mohw.org.tw). The NSPO handles various publicity and industry exchange activities to help the government explain policy content to the public, to promote understanding and further coordination across all areas of society.
